Jakarta – The performance of civil servants worldwide has been evaluated by The Blavatnik School of Government, a public policy school at the University of Oxford, England. The result is that the performance of civil servants in Singapore is the best in the world. How about Indonesia?
Through the Blavatnik Index of Public Administration 2024 report or “Blavatnik Index 2024 Results,” Oxford University evaluates the performance of public administration in 120 countries. The index is calculated from 82 metrics derived from 17 data sources, which can measure the activities and performance of civil servants in various countries.
The data comes from various multilateral institutions (such as the UN or World Bank), academic projects (such as the University of Gothenburg), and non-governmental researchers.
The index also includes the selection of hundreds of countries through data coverage assessments that represent geographical regions, income levels, and widely dispersed population sizes.
So, how did the rankings turn out? Here is a list of countries with the best civil service performance, quoted from the Blavatnik Index of Public Administration 2024 report.

Top countries do not always receive world rankings based on numbering. For example, Canada and Denmark have the same Blavatnik Index 2024 results, ranking 3rd in the world.
Then there are the United Kingdom and New Zealand, both ranking 6th in the world according to the Blavatnik 2024 index. Finally, Estonia, France, Spain, and the United States all rank 9th in the world according to the Blavatnik 2024 index.
How about the ranking of Indonesian civil servants?
The performance of Indonesian civil servants ranks 38th in the world. It is superior to neighboring ASEAN countries, with Malaysia ranked 41st and Thailand ranked 44th.
In the report “Blavatnik Index 2024 Results,” Indonesia even managed to rank among the top 5 countries in the Asia-Pacific region. Indonesia stands alongside developed countries such as Singapore, Australia, New Zealand, and South Korea.
