Jakarta – The Chinese glass manufacturer, Xinyi Group, has yet to realize its investment in the Rempang area, Batam City, Riau Islands Province. This is because they are waiting for the land acquisition to be 100% complete. The Head of the Strategic Program Planning Center of BP Batam, Fesly Abadi Paranoan, stated that until now, they are still completing the construction of 961 housing units for the relocation of residents affected by the national strategic project (PSN) Rempang Eco City. So far, only 42 families have moved into the new houses in Tanjung Banon.
“The investment by Xinyi that the government must undertake now is how to prepare the land.” The land and all the legalities related to it must be prepared for investment. The issue that needs to be resolved is the community living in this area,” said Fesly at the BP Batam Media Gathering at the Manhattan Hotel Jakarta, Wednesday (12/18/2024).
In addition, PT Makmur Elok Graha (MEG), as the company granted management rights in the Rempang area, is said to have requested that various infrastructures there be built by the government. That is what BP Batam will prepare in the future as it progresses.
“If the infrastructure can be parallel, like for example water, it doesn’t need a lot immediately, for construction it only needs about 20 liters/second, and that can be supplied by the current reservoir. When they are in construction, preparation, later when they are ready to operate, they will need a dock, a port, and that’s what we are preparing,” he said.
Fesly targets Xinyi Group to realize its investment in Rempang Eco-City by the first semester of 2024 at the latest.
“That’s what we are currently pursuing. “So we have to quickly relocate the community, then they can start preparing, while we build other infrastructure,” he explained.
Due to BP Batam’s limited budget, the construction of supporting infrastructure in the Rempang Eco-City area is planned to use the Government and Business Entity Cooperation (KPBU) mechanism. “BP Batam’s budget capacity is only Rp 1 trillion per year. So, we are indeed planning to use KPBU for this.” The budget is around IDR 1.2 trillion for road construction, and then we will put it out to tender. Well, the payment will be in installments. So every year, BP Batam will have to allocate around several hundred billion to pay for this project,” he said.
For your information, Rempang Eco-City includes the development of an integrated area for industry, services/commercial, agro-tourism, residential, and green energy. (listrik tenaga surya). The accumulated long-term investment value is Rp 381 trillion and is claimed to absorb 306 thousand workers. In the medium term, the investment from Xinyi Glass is said to reach Rp 165 trillion on an area of 2,000 hectares in the Rempang Eco-City area.
