Jakarta – Commission VIII of the House of Representatives (DPR) held a meeting with the Ministry of Religious Affairs (Kemenag) to discuss the preliminary arrangements for the Hajj pilgrimage in the year 1446H/2025M. The Minister of Religious Affairs (Menag) Nasaruddin Umar stated that they have formulated the budget for the components of the Hajj Organizing Costs (BPIH) and the Hajj Travel Costs (Bipih).
The meeting was held at the MPR/DPR/DPD RI building, Senayan, Jakarta, on Monday (30/12/2024). Nasaruddin said the proposed Bipih to be charged to the pilgrims is Rp 65,372,779.49 or 70% of the total BPIH.
“The government considers efficiency and effectiveness in determining the components of BPIH so that the organization of the Hajj pilgrimage can be carried out well at a reasonable cost,” said Nasaruddin.
Then the basic assumption in preparing the BPIH amount proposal uses the assumption of the dollar value or the exchange rate of the US dollar at Rp 16 thousand. So we take the standard. Meanwhile, the assumption of the SAR exchange rate against the rupiah is Rp 4,266.67,” he added.
Nasaruddin then presented the proposed average BPIH for 2025 amounting to Rp 93,389,684. Meanwhile, the benefit value of 30% disbursed by the Hajj Financial Management Agency (BPKH) amounts to Rp 28,016,905.5. Thus, the BPIH charged to the pilgrims is 70%, amounting to Rp 65,372,779.49.
“The government has formulated the BPIH burden for the year 1446H/2025M, which has undergone a review process.” The proposed average BPIH is IDR 93,389,684.99; Bipih (70%) IDR 65,372,779.49; Benefit value (30%) IDR 28,016,905.5,” said Nasaruddin.
For your information, in 2024, the Bipih that pilgrims have to pay will increase from the previous year. The government has set the cost of the 2024 pilgrimage for regular pilgrims at an average of IDR 56 million, up from IDR 49.8 million in 2023.
The amount is 60 percent of the 2024 Hajj Implementation Cost (BPIH) which reaches Rp 93,410,286 per pilgrim. The remaining 40 percent is covered by the government from the benefit value fund.
The amount of the pilgrimage fee for 2024 is outlined in Presidential Decree Number 6 of 2024 concerning the Cost of Organizing the Hajj Pilgrimage for the Year 1445 Hijri/2024 AD, sourced from the Hajj Pilgrimage Travel Cost and the Benefit Value.
