Jakarta, Timerilis.com – Numerous loopholes in the digitalization system of the Directorate of Mineral and Coal (DG Minerals and Coal) of the Ministry of Energy and Mineral Resources (ESDM) make fraud in the mineral and coal sector continue to occur.

Acting Director General of Mineral and Coal of the Ministry of Energy and Mineral Resources Muhammad Wafid said the urge to improve the system and make it unified was a direct order from ESDM Minister Arifin Tasrif.

“Not only the DPR, but everyone internally and the Minister himself continues to emphasize (on building) the framework of an integrated system,” Wafid said when met at the Ministry of Energy and Mineral Resources (residence), Tuesday (1/8/2023).

To provide better mining activity services to stakeholders with greater flexibility, and more responsive policies, the Directorate General of Mineral and Coal of the Ministry of Energy and Mineral Resources continues to develop a digitalization program in various mineral and coal mining licensing processes.

This policy will make Ministries/Institutions (K/L) related to mineral and coal mining licenses will be combined into one integrated system, so that fraud can be avoided.

“Not only internally but also between K/L, it is still being worked on and is expected to be completed this August,” he said.

In addition, the Directorate General of Mineral and Coal will also change the rules of the Work Plan and Budget (RKAB) of mineral and coal mining companies which were previously issued every year to every three years. The RKAB policy change will be accelerated with a plan to be completed in 2023 so that next year it can be actualized.

“(Every three years) remains, we are finalizing the regulations,” Wafid said when met at the Ministry of Energy and Mineral Resources, Monday (17/7/2023).

Referring to Ministerial Regulation (Permen) of ESDM Number 7 of 2020 concerning Procedures for Granting Areas, Licensing, and Reporting on Mineral and Coal Mining Business Activities, mining companies are required to submit an annual RKAB to the Minister through the Director General of Mineral and Coal or the Governor; under their authority within a period of no later than 30 calendar days of the issuance of the IUP and no sooner than 90 days to 45 calendar days before the end of the year for the annual RKAB in the following year for approval.
